Shoreline Real Estate
This program provides information about shoreline rules and programs available to homeowners, including lakeshore development and redevelopment rules, permits required for common building projects, lake & river friendly landscaping, and assistance available to homeowners for shoreline planting projects.

This educational offering is recognized by the Minnesota Commissioner of Commerce as satisfying 2.5 hours of credit toward continuing real estate education, provided by the Saint Paul Area Association of REALTORS®.

MN Department of Natural Resources


Daniel Petrik
Dan is the DNR program manager for the state’s lake and river land use regulatory programs, programs that guide development around Minnesota’s lakes and rivers. Dan is a land use planner with years of experience working for and with local governments in developing and administering land use plans and zoning ordinances including comprehensive plans, water resources plans, and a wide variety of zoning regulations. Dan has masters degrees in urban and regional planning and landscape architecture from the University of Minnesota.


Ceil Strauss
Ceil Strauss is the Minnesota State Floodplain Manager. Ceil has been in the Floodplain Program at Minnesota DNR since 2002, and worked with the Minnesota DNR an additional 14 years, mainly as an Area Hydrologist in the western Twin Cities area. She is past Chair of the national Association of State Floodplain Managers (ASFPM). Ceil has an MS in Water Resources Management from the University of Michigan.

Ben Meyer
Ben Meyer is a Wetland Specialist with the Minnesota Board of Water and Soils Resources (BWSR). Mr. Meyer is based out of the Central Office in St. Paul where he has covered most of the metro area in his 9.5 years with BWSR. He provides technical and administrative direction, program implementation and evaluation, and project oversight regarding wetland protection to BWSR staff, board members and local government units. Ben is the co-lead in the state’s Minnesota Wetland Professional Certification Program (MWPCP) that provides wetland delineation technical and program administrative training to BWSR staff members, officials, and staff of LGUs and other government and private organizations involved with and affected by the Minnesota Wetland Conservation Act (WCA). Prior to joining BWSR, he was an environmental consultant for 13 years conducting wetland delineations, permitting and other natural resources work across the upper Midwest. He has a B.S. degree in Biology from Northland College (Ashland, WI) and an M.S. degree in Soil Science from the University of Minnesota. He is a Minnesota-certified wetland professional and past president of the Minnesota Wetland Professionals Association.

Tiffany Determan
Tiffany Determan is the District Manager at Isanti Soil and Water Conservation District and owner of MN Waterfront Property Advice. This consulting business advises those looking to purchase waterfront property. Tiffany’s passion for protecting Minnesota’s lakes developed in early childhood, growing up on a lake in Northern Minnesota. Since getting a degree in Ecology and Field Biology, she has spent the last 20+ years of her career working for local government in the Water Resources field, primarily focusing on lake health management.

Barbara Heitkamp
Barbara Heitkamp is a water resources educator for the East Metro Water Resource Education Program and the Lower St. Croix Watershed Partnership. A trained river nerd turned science communicator, Barbara enjoys the outdoors, kayaking, crafting, reading, and hanging with her family and close friends.

The course will be available 24 hours a day, 7 days a week, excluding minimal down time for updating and administration through the indicated expiration date of the course.

On-Demand Course Expiration Date
Purchased courses will be available on the student’s SPAAR Community Campus (spaarcc.com) account dashboard for 12 months from the date of registration (purchase date) or until the Minnesota Department of Commerce course approval expiration date, whichever date is sooner.
